Minn Naing Oo, Chairman
Arbitrator and Mediator, Arbitration Chambers
Minn Naing Oo is an Independent Arbitrator and Mediator with Arbitration Chambers. He is a Fellow of the Chartered Institute of Arbitrators and the Singapore Institute of Arbitrators. Minn is currently a member of the ICC International Court of Arbitration, and the ICC Commission on Arbitration and ADR. He is also a member of the UNIDROIT-ICC Working Group on International Investment Contracts. Minn is the former Chief Executive Officer and Registrar of the Singapore International Arbitration Centre (SIAC). While at the SIAC, he was also Singapore’s representative to the UNCITRAL Working Group on revising the UNCITRAL arbitration rules. After the SIAC, Minn was in private practice with Allen & Gledhill LLP, where he was a Partner in Singapore and Managing Director of the firm’s Myanmar office. He also worked on the drafting of the Myanmar Arbitration Law 2016. He has advised government agencies and worked on various legislative reforms in Myanmar. Apart from his time at SIAC and in private practice, Minn was previously the Director at the Ministry of Trade and Industry Singapore overseeing Singapore’s WTO, free trade agreement and investment agreement negotiations.

Chad is the Forensic Leader and Head of Investigations for Hong Kong. He brings over 25 years of dedicated experience in the forensic industry. He is an Australia & NZ Chartered Accountant and has spent his career working in Australia, Singapore, Beijing and Hong Kong. He manages a dedicated team of over 40 forensic professionals in Hong Kong and is part of KPMG’s broader Greater China team. He has held leadership roles with Tier One Financial Institutions and led high profile assignments related to the Singapore and Hong Kong Stock Exchanges, Deferred Prosecution Agreements, Consent Orders, Audit Committee and Regulatory Enquiries. Chad’s career is focused on forensic accounting investigations, fraud risk, cybercrime and anti-money laundering. This has given him connectivity, tremendous insights and perspectives into what works best for stakeholders trying to find the best and most sustainable solutions to manage regulatory risks, public perception and shareholder expectations. Leonora Riesenburg is an Independent Chartered Arbitrator and Accredited Mediator at INTADR DMCC, Dubai, and an International Tenant at 4-5 Gray’s Inn Square in London. She is a Fellow of the Chartered Institute of Arbitrators (CIArb), a Fellow of Asian Institute of Alternative Dispute Resolution (AIADR), and stands as a leading figure in international arbitration, mediation and adr in Middle East, Asia, and the UK. Leonora specialises in complex disputes across key sectors, notably in investment, infrastructure, construction, real estate, joint ventures, banking and finance, and receives routine Chairmanship appointments. Her affiliations with prestigious arbitral institutions—among them the ICC, LCIA, SIAC, DIAC, ADCCAC, SCCA, MIAC, AIADR—further solidify her standing as a leading figure in international arbitration. Leonora’s leadership is reflected in her previous roles as Branch Chair of CIArb UAE, as an Elected Member of the Board of Management for CIArb London, and member of DIFC Courts Arbitration Division Working Group. She is a member of LCIA Arabs Users’ Council and a member of the Swiss Arbitration Association. Leonora is a highly in demand faculty member for the CIArb globally and the Royal Institution of Chartered Surveyors (RICS) in the MENA Region and in the UK, playing a pivotal role in shaping the next generation of dispute resolution practitioners. KC Lye has over 25 years of experience in international arbitration. He began practice as a commercial litigator at the Singapore Bar before moving into international arbitration in 1999. KC has extensive experience with ICC, LCIA and ICSID arbitrations, as well as with the major Asian arbitral institutions. KC now practices as independent counsel and arbitrator with Breakpoint LLC, after having spent many years as the head of the international arbitration department of a major international firm in Singapore. He is a Fellow of the Singapore Institute of Arbitrators. KC has particular experience with Oil and Gas and infrastructure disputes.

Julian Cohen, Moderator - 4th Grand Panel

Julian has 30 years of specialist experience of heavyweight international, and domestic, disputes. Sums in dispute in his cases vary from small to in excess of USD 2 billion. In addition to acting as counsel, he also regularly sits as an arbitrator. Julian has over 10 years’ experience in the MENA region, including 2 years based full time in Dubai, and an ongoing long-term commitment to the region. Julian has been involved in projects and disputes in Dubai, Abu Dhabi, Qatar, Oman, Iran, Saudi Arabia, Benin, Sierra Leone and Mali. Julian was called to the Bar in England & Wales in 1990. He was with Pinsent Masons’ Construction Disputes practice in London and Hong Kong from 1993 to 2009. He left Pinsent Masons as a partner in 2009, and was called to the Bar in Hong Kong in 2010. Julian is particularly well known for his heavy weight practice in relation to the Construction and Engineering sectors, the Energy, Oil and Gas sectors and International and domestic arbitrations.

Catrina is an accomplished barrister with a versatile practice encompassing all aspects of commercial disputes, including both domestic and international arbitrations, competition and regulatory matters, and administrative and constitutional law. She is widely recognised for her expertise and has consistently been ranked in the top tier of her field. She holds a “Band 1” ranking for Commercial Dispute Resolution in Chambers & Partners and a “Tier 1” ranking in Commercial Disputes, Competition, and Administrative and Public Law in Legal 500. Her expertise in competition law has also garnered her recognition as a Recommended Global Leader in Who’s Who Legal. Catrina commands “particularly high esteem for her accomplished competition law practice” and is “widely identified as Hong Kong’s front runner for competition matters”. She has been described as “the most experienced and well-rounded competition counsel in Hong Kong” with “second-to-none knowledge of Hong Kong competition law and litigation”. Catrina regularly appears as counsel in arbitrations and related court applications. She also serves as an arbitrator in a wide range of commercial disputes and is a member of the arbitrator panels for the Hong Kong International Arbitration Centre (HKIAC), the Shanghai International Arbitration Centre, and the Shenzhen Court of International Arbitration. Beyond her practice, Catrina is active in public service. She has served as a Temporary Deputy Registrar of the High Court and as a Deputy District Judge. She has also been appointed by the Hong Kong Government to various statutory appeal boards and tribunals. Since 2009, she has been serving as the Secretary of the Middle Temple Society in Hong Kong and, in recognition of her contributions, was appointed an Honorary Member of The Honourable Society of the Middle Temple in 2018. Catrina speaks English, Cantonese and Putonghua (conversational), and is a CEDR-accredited mediator.

Kaiyu Liu
Solicitor, Fangda Partners
Ms. Kaiyu Liu is a Hong Kong-based dispute resolution solicitor at Fangda Partners with extensive experience in commercial litigation, international arbitration and regulatory matters. She advises and represents private equity firms, state-owned and private enterprises, financial institutions, multinational corporates and highvalue private clients in complex, high-stakes disputes across multiple jurisdictions. In recent years, Kaiyu has handled large-scale HKIAC and other institutional arbitrations and related court proceedings, including both enforcement and set aside applications, involving claims and awards ranging from tens of millions to several billion RMB/HKD/USD. Her practice covers asset recovery, shareholder and joint-venture disputes, contractual and construction disputes, civil fraud and regulatory investigations involving banks and investment firms. She is adept at cross-border enforcement and multi-party jurisdictional issues, and has secured favourable outcomes in enforcement, winding-up and settlement matters. Sean, a Senior Managing Director at Vertex, brings to the table extensive expertise as a Testified Delay and Disruption Expert. His proficiency spans the specialized domains of delay and disruption analysis. Prior to assuming this role, Sean held key project-based positions, including Site Engineer, Project Manager, Project Controls Manager, and Planning Manager, on complicated projects. Sean has significant EPC experience in Oil and Gas in both a dispute setting and practical work experience. As an Independent Delay and Disruption Expert, Sean has been entrusted with drafting numerous expert reports, testifying and undergoing cross examination, offering unbiased opinions on construction project delay and disruption. He is wellversed in adhering to the best practice protocols outlined in AACE International Recommended Practice No. 29R-03 and the SCL Delay and Disruption Protocol. Additionally, Sean has undergone formal training in expert witness testimony and advanced cross-examination techniques. Sean’s expertise has been recognized through his appointments as an independent delay/disruption expert under the arbitration rules of ICC, DIAC, QICCA, and LCIA. Ee Yang Lee

Lee Ee Yang is the Managing Director of Covenant Chambers LLC, a Singapore law firm with a strong emphasis on dispute resolution and international arbitration. Beginning his career in one of the “Big Four” firms in Singapore, Ee Yang walked the unconventional path and started a litigation practice in his fifth year of practice. Since founding Covenant Chambers LLC in 2016, Ee Yang has seen his practice expand, with a focus on cross border commercial and property disputes. Ee Yang’s expertise in arbitration is complemented by his extensive litigation experience at all levels of the Singapore courts. Ee Yang was a recipient of the prestigious Singapore Academy of Law Overseas Scholarship and was attached to Essex Court Chambers, a highly regarded barristers chambers in the United Kingdom, working with established King’s Counsel.

Thomas Lee
Barrister, Rede Chambers
Thomas Lee is a highly regarded advocate, arbitrator and adviser with a broad commercial and construction disputes practice. Based in HK for over 20 years, he is well respected in the local legal community, having been ranked for several years by the Legal 500, Chambers & Partners and Doyle’s Guide. Thomas is an actively practising Chartered Arbitrator and is regularly appointed (solely and as panel member) in arbitrations under the HKIAC and ICC rules (domestic and international), as well as ad hoc arbitrations. He is an accredited mediator and has sat as a deputy judge. He serves on the Appointments Committee of the HK International Arbitration Centre, has been a council member of the Society of Construction Law Hong Kong for over 15 years, and previously chaired the HK Bar Association Committee on Construction Law. He continues to serve on it and on the HK Bar Association Committee on Arbitration.

Queenie Lau SC is a barrister at Temple Chambers, Hong Kong. She commenced practice in 2008, and was appointed Senior Counsel last year. Prior to becoming a barrister, Queenie qualified as a solicitor with Slaughter and May, Hong Kong. She remains on the roll of solicitors in England & Wales as a non-practising solicitor. Mohan Datwani
Deputy Chief Executive, The Hong Kong Chartered Governance Institute
Mr Mohan Datwani is a seasoned solicitor and governance professional with nearly 35 years of experience spanning law, corporate leadership, and public service. Formerly an owner of a prominent US international law firm, he led complex banking and finance matters and uncovered a major international fraud, resulting in a landmark multi-billion-dollar judgment in the U.S. As General Counsel of a listed multinational, he directed cross-border legal, governance, and compliance strategies. Now Deputy Chief Executive of The Hong Kong Chartered Governance Institute (HKCGI), he spearheads policy, research, and advocacy across Hong Kong and mainland China, serving an about 10,000-strong professional community. Notably, he submitted HKCGI’s first formal proposal to the Financial Services and the Treasury Bureau, advocating for a Hong Kong re-domiciliation regime, and authored a pivotal Equal Opportunities Commission report to LegCo, driving institutional reform and adoption of the victim-centric approach. His work was recognised with the Directors of the Year Award by the Hong Kong Institute of Directors in 2018.

Marcus Khoury
Counsel, ICD Technologies
Marcus has been working as an inhouse legal counsel in the construction industry in the GCC, in particular in Saudi Arabia and in the UAE, for the past 20 years. He is both German and Lebanese and has graduated at the Sorbonne in Paris and the Universities of Cologne and Munich. In his spare time Marcus loves to hike and considers having walked more than 1000 km to the Spanish city of Santiago de Compostela as one of his greatest experiences.

Sebastian is a barrister from Bernacchi Chambers, Hong Kong. Before beginning practice in Hong Kong, Sebastian was born and grew up in London. He has a broad civil practice, with a specialisation in contract, company, commercial, construction, and matrimonial and probate work. He frequently handles matters relating to fraud, injunctions, asset tracing, and applications under the Companies Ordinance (Cap. 622) involving shareholders and directors, and matters of company governance. He is also experienced in cross-border matrimonial finance and children matters.

Ben joined Gammon in 2023. For more than 18 years, Ben has worked on the legal aspects of major construction projects in Hong Kong, Singapore and across the globe. He is qualified in Hong Kong, England and Wales and was a Registered Foreign Lawyer in the Singapore International Commercial Court. Prior to joining Gammon, Ben was a Partner in the construction team at a large international sector-focused law firm. He has been based in Asia since 2011 and has been involved in complex assignments across the region. Ben is highly commended in the legal directories and, in 2021, at the age of 38, Ben was named by Asia Legal Business on their list of the 40 best lawyers in Asia under 40. Ben oversees the Legal Department covering governance, legal advice, compliance, insurance, and company secretarial services.

Jeremy Bartlett, S.C.

Prior to joining the Hong Kong Bar in 1999 Jeremy was in private practice at Herbert Smith and from 1994 to 1999 an international equity partner with Coudert Brothers where he was Head of the Litigation Department and Co-Head of the firm’s Asia Region Arbitration Practice Group (9 regional offices). Following upon his extensive experience as advocate/counsel in arbitrations, Jeremy acts as arbitrator (sole, co-arbitrator or and presiding arbitrator) in international commercial arbitrations and has accepted appointments under the rules of various institutions as well as in ad hoc arbitrations. Jeremy acts in a broad range of commercial litigation, including company and shareholder disputes, insolvency, trusts and estates, international trade and shipping, conflict of laws, defamation, employment/restraint of trade, professional negligence and securities regulatory matters. His practice has involved numerous appearances in the appellate Courts, including in the Court of Final Appeal [1] . He has been a contributing editor to Hong Kong Civil Procedure. Jeremy has received rankings in successive editions of Chambers and Partners, Legal 500 (Commercial Disputes: Tier 1 leading silk; Family and Private Client : Tier 2 leading silk), Legal 500 Arbitration Power List and Who’s Who Legal as well as in Euromoney’s Guide to Experts in Commercial Arbitration. Caroline Kenny is a Chartered l arbitrator specialising in international commercial disputes. She has more than 35 years’ experience acting in complex international matters, including over 16 years as King’s Counsel. She is admitted to practice in Australia, the United Kingdom and New York. She is currently serving her second term as the elected Trustee for Australasia to the Chartered Institute of Arbitrators, headquartered in London. She is highly respected in the international arbitration community for her commitment to the promotion of arbitration as the preferred means for resolving international disputes and for her diligent, responsive and practical approach as an arbitrator. Caroline has served as presiding arbitrator, sole arbitrator and wing arbitrator in a broad range of complex disputes, including banking, finance, joint ventures, construction, Mergers and Acquisitions, energy, insurance, re-insurance, IT, licensing, sale of business, manufacture, sale of goods, crypto-currency, entertainment and sports. Caroline also has a keen interest in sports arbitration. She is a panel member for the Court of Arbitration for Sport (CAS). She is also a member of Australia’s National Sports Tribunal. Caroline is the Regional Pathway Leader for the Asia Pacific to teach CIArb’s Fellowship courses and has been involved in teaching CIArb’s Fellowship courses for more than 10 years. She was the Course Director for the pre-eminent Asia Pacific diploma course held in Singapore from 1 to 9 March 2025.
